In the Name of Allah, the Most Beneficent, the Most Merciful
All praise is due to Allah, who hath created, and further, given order and proportion, who hath ordained laws. And granted guidance, and peace and blessings be upon His Messenger Muhammad, mercy to the worlds and a guiding light for believers.
Honorable members of the State Council,
May the Peace, Mercy and Blessing of Allah be Upon you. We are pleased to welcome you to the opening of the 7th regular session of the 2nd annual session from the 6th term of the State Council. We ask Allah to crown our works with success.
The agenda of this session includes a number of topics that will be discussed, and the first will be the report of the joint committee between the State Council and Shura Council on the amendment of the “Animal Welfare” draft law and “practicing the professions of medical veterinary”. Additionally, we will discuss the draft law of two projects, “The Trademark Law (Regime) of the GCC Countries” and the “Organizing and Protecting Aflaj Sites in the World Heritage List”, which have been referred from the Council of Ministers, as well as discussing the reports of Shura Council, the Economic Committee, and the Committee on Culture, Media and Tourism on that.
Tomorrow, the 8th session will be devoted to discuss the proposal of the Economic Committee on the study of “Developing Capital Market and Banking Sector”, and the proposal to form a special committee to study the topic of “Developing a National Program for the Government Performance and Creativity”, which was presented by the Hon. Dr. Hasan bin Ali Al Madhani, as well as a number of reports related to the Council’s works.
Honorable members of the Council,
We are proud of your valuable participations in the Arab and international forums, which have a positive and effective role that some honored members receive honorable awards and membership. In this regard we are pleased to congratulate you, the Hon. Abdul Qader bin Salem Al-Zahab, Member of the State Council, Chairman of the Legal Committee and Former Secretary General of Shura Council; for receiving the Arab Parliamentary Excellence Award for the category of (Secretary General of the Parliament) during the Sultanate's participation in the works of the Twenty-fourth Conference of the Arab Inter-Parliamentary Union, which was held in Morocco, from 20th to 21st March 2017.
We also congratulate the Hon. Dr. Raya bint Salim al Mantheri, Member of the State Council and Member of the Education and Research Committee; for her membership in the Executive Committee of the Inter-Parliamentary Union (IPU)'s Forum of Young Parliamentarians, in which she represents the Arab Group, during the 136th session of the Inter-Parliamentary Union (IPU) that was held in the Republic of Bangladesh from 1st to 5th April 2017.
We appreciate your good efforts and hope that the topics on the agenda will be thoroughly discussed by you. We ask Allah to crown our works to achieve the Council’s objectives and contribute to enhance the development process in the country under the wise leadership of His Majesty Sultan Qaboos bin Said- May Allah protect him.
