State Council Bureau reviews bankruptcy and foreign capital investment draft laws

On Sunday, the State Council Bureau held its ninth meeting for the fourth annual session of the sixth period, chaired by HE.Dr.Yahya bin Mahfoudh Al-Manthri, Chairman of the State Council, in the presence of the honourable Bureau members and the Secretary General of the Council. The Chairman commenced the meeting by extending his sincere congratulations and best wishes to His Majesty Sultan Qaboos bin Said on the occasion of the upcoming Eid al-Fitr, asking the Almighty to return to His Majesty, health and happiness. For the Omani people he prayed for progress and prosperity and for the Arab and Islamic nation’s goodness and blessings.
The Bureau discussed the proposal submitted by the Legal Committee on "Reviewing the Laws of Land in the Sultanate". In this respect, Hon. Dr. Issa Bin Saeed Al Kiyoumi, Deputy Head of the Legal Committee and Hon. Dr. Ibrahim Bin Ahmed Al Kindi, headed the Committee's discussion on the proposal, ‘Laws issued before the promulgation of the Basic Law of the State’ that aims to identify the legislative challenges facing the housing sector in the Sultanate and propose ways to address them. After discussion of the proposal, the Bureau decided to refer it to the next Regular Session. The Bureau examined the draft law of bankruptcy law, the Foreign Capital Investment Law referred by the Council of Ministers and the report of the Majlis A’ Shura on them. The Bureau decided to refer them to the Economic Committee of the Council for consideration and comments. The Council's Bureau reviewed the Social Committee's observations on two draft proposals: the Patient Protection and Safety Act and the Sewage Treatment and Reuse Regulation Act, transmitted by the Majlis A’Shura. The Bureau of the Council also discussed the proposal submitted by the Economic Committee on the study of the integration of the standard of living and productivity, and the "draft amendment of some articles of the law of tenders" transmitted by Majlis A’Shura. It decided to forward the proposed amendments to the Tenders Law to the Next Regular Session. The Bureau reviewed the minutes of the meeting between the State Council and the Ministry of Social Development on discussing the draft proposals of the Council on ‘Civil Society Institutions from a Legislative and Regulatory Perspective’ and ‘Mechanism for Developing the Role of Omani Women's Associations’. The follow-up report of the activities of the Committees during the period between the previous meeting of the Bureau and this meeting was reviewed. At the end of its meeting, the Bureau identified the agenda items for the 10th, 11th and 12th meetings of the fourth annual session of the sixth session of the Council, scheduled for Tuesday, Wednesday and Thursday, 18, 19 and 20 June 2019.
