State Council gives the nod to Economic Development Law amendment proposal

Fifth session of the State Council discussed the draft Law on the Regulation of the Practice of Medicine and Allied Medical Professions and approved a proposal for a general framework for the "Development Planning Law" today. 
The State Council approved on Wednesday, the proposal submitted by the Economic Committee to amend the "Economic Development Law issued by Royal Decree No. (9/75)" to develop a general framework for a new law regulating the planning process called the "Development Planning Law" along with formation of a committee for rephrasing the views of the members of the State Council on the draft law as a step for referral of the same to the Council of Ministers.
The proposal was approved in the fifth regular session of the fourth annual convening of the 6th term chaired by H.E.Dr. Yahya bin Mahfoudh Al Manthri, Chairman of the State Council, in the presence of the members and the Secretary General of the State Council.


During the meeting, the council continued to  discuss the draft law "regulating the practice of medicine and the allied medical profession" referred by the Council of Ministers and the report of the Social Committee and the report of the Majlis A’ Shura which was initiated by the Council in its fourth session on Tuesday.
 
The Council started a discussion on the proposal to amend the "Economic Development Law issued by Royal Decree No. 9/75", initiated by Hon.Sheikh Mohammed bin Abdullah Al Harthy, Head of the Economic Committee,
 
The Council approved at its 14th Ordinary Session of the Sixth Period of the Third Annual Session, the study and recommendations of the Economic Committee, the cancellation of the Economic Development Law promulgated by Royal Decree No. 9 of 1975 and the introduction of a new law to replace it, the
planning process that determines the general guidelines and the method of work and timing, noted what has been achieved.
 
The Economic Committee prepared a draft framework of the most important determinants and substantive provisions that should be included in the draft law, and proposed to be issued under the name of "the law of development planning" instead of "the law of economic development" in line with the practice in many countries that have enacted planning laws. 
 
The proposed framework concerns the planning process rather than economic development in its general framework, and is in line with the objectives of the draft law, as well as development policies,
Performance and measurement indicators, in light of the Omani experience in the preparation of five-year plans over five decades. 
 
In the report preparation, the committee considered the separation of the overlap between planning and policy tasks on the one hand and evaluation and follow-up on the other by trying to provide an integrated system that takes into account the challenges that were addressed through the study.
 
Thereafter, following extensive discussions by the honorable members, the  proposal was approved. 
 
During the meeting, the Council was briefed on a number of reports submitted by the honorable members and the messages received from some quarters, as well as the report of the Secretariat on the activities of the Council for the period between the two meetings.
