State Council receives students from Faculty of Law at SQU

Students of the Faculty of Law at the Sultan Qaboos University(SQU) gained awareness about the competences and powers of the State Council in course of their visit today.
During their meeting with H.E Dr. Khalid bin Salem Al Saidi, Secretary General of the State Council, H.E Dr. Khalid highlighted several aspects of parliamentary work in the Sultanate, and responded to questions and enquiries about parliamentary aspects.
The students were greeted on arrival at the Council by Mr. Abdullah bin Saleh Al Buraiki, Assistant Secretary-General for Media and Public Relations at the State Council.  He welcomed them and gave them a brief overview of the terms of reference and functions of the Council, highlighting the significant role played by the Council in national action and its contribution to national development.
Al Buraiki noted the efforts of Sultan Qaboos University in the rehabilitation of national cadres and its eagerness to reach out to the community through field visits.
The students viewed a documentary based on the State Council showing the stages of the development of the Shura march in the Sultanate, the State Council’s profile and its various organs.
Dr. Rajab Owisi, expert for Social and Educational Studies at the Office of the Secretary-General of the State Council delivered a detailed explanation about the Council. He referred to the Council’s legislative and oversight functions, its importance and the legal provisions of the Council of State according to the Basic Statute. This he elaborated specifies the number of Council members, the appointment mechanisms, the terms of membership and the difference between the State Council and the Shura Council with regard to Terms of reference, membership and powers, as well as the stages and duration the draft law takes for processing.
Sultan bin Juma al-Farsi, acting Director of the Legal Committee of the Secretariat Affairs Department, responded to questions from students explaining the role of the Council in the study of draft laws referred to it, proposing draft laws, revising and proposing the amendment of laws in addition to the supervisory powers granted to the Council in accordance with the provisions of the Statute of the State.
