State Council Chairman receives members from the 30th session of the Command & Staff College

H.E.Dr. Yahya Bin Mahfoudh Al Manthri, State Council Chairman received the delegation of
30th session of the Command & Staff College in the presence of Hon.Sheikh Al Khattab bin Ghalib Al-Hinai, Vice Chairman of the State Council, H.E Dr.Khalid bin Salim Al Saidi, Secretary General of the State Council.
The State Council Chairman welcomed the delegation and spoke about the evolution of the Shura march in the Sultanate. He detailed the structure of the Council of Oman, its divisions and roles, the system of the legislative councils and the organizational structure of the State Council. He also touched on important legislative powers and oversight tools used by members to monitor the performance of government agencies.
He also spoke about the role of the secretariat in the council in providing appropriate support to members. He gave a detailed overview of the Standing Committees of the council and the role of each committee and its competence in studying draft laws referred to the council or amending certain articles of the laws in force.
Dr Saidi delivered a lecture on the parliamentary systems of countries of the world and the legislative and supervisory system in the sultanate and gave a brief introduction to the role and powers of the State Council.
He also talked about the general secretariat of the council and its role in providing media, technical and administrative support to the members of the State Council.
He added that the Council exercises its legislative powers by reviewing the draft laws referred to it by the Majlis A’Shura, as well as by proposing draft laws which the council deems important. It also reviews the laws proposed by the Majlis A’Shura which are referred to it, in addition to discussing the draft plans of development and the annual budget and reviews the report of the financial control and administrative state, he added.
The visitors toured the Council of Oman, including the meeting halls, where they were acquainted with the modern electronic technologies and facilities of the council.
