RESEARCHER’S DIALOGUE program reviews the role of comparative law in processing legislations

The Assistant General Secretariat of the Information and Research Center of the State Council conducted the fifth module of the "Dialogue Researchers" series today.
The session chaired by H.E Dr. Khalid bin Salem Al Saidi, Secretary General of the Council was held in the presence of the honorable council members and staff of the General Secretariat.
The Council Secretary General stressed the importance of the program in the development of a stimulating and supportive work environment for excellence and innovation through research and exchange of information enabling enhancement of the spirit of cooperation among staff. He highlighted the role of the program in refining the research capabilities of staff to optimize their performance.
The Council intends to establish a future-looking department or committee as part of its keenness to enhance the use of research outputs and studies in various fields, he further added. 
The presented paper addressed a number of topics, including the usefulness of comparative study in private international law and national law, the comparative study as a means of harmonizing legislation, and the use of comparative studies in the processing and application of legislation where comparative studies have become a reality in the field of research. Its objectives are either to determine the best regulation of the legislative issue or to determine the quality of national legislation in relation to the surrounding legislations, as well as to know the intellectual and philosophical basis of a particular legal system and the implications for the formulation of its rules.
The second paper dealt with a study entitled ‘The State Council and its role in promoting positive citizenship values’, presented by Dr. Rajab bin Ali al-Owissi, Expert in Social and Educational Studies at the Office of the Secretary-General of the Council, which addressed the high importance on this aspect as it receives focused attention of His Majesty the Sultan. It dealt with the principles of citizenship as mentioned in the Basic Statute of the State, the dimensions of the relationship between the State Council and Citizenship and the mechanisms of the Council in promoting the values of citizenship.
The study aimed to address the impact of the dominant values of citizenship among university students in promoting positive behavior through five main axes: rights and duties, identity, loyalty, affiliation, responsibility and partnership, manifestations of negative culture, and requirements for promoting positive behavior. In addition, it presented a number of policies, recommendations and implementation mechanisms as requirements to promote the values of citizenship among students of university education.
The meeting witnessed extensive presentations and discussions that contributed to formulation of many constructive views and opinions.
